Brief and specific description of the personal feat or merits:

Comrade V.R. Ternovykh spent 26 months—from June 23, 1941, to September 1, 1943—on the front lines. Serving in the 245th Rifle Division, first as the Head of Agitation and Propaganda of the Political Department, and later as the Party Bureau Secretary of a battalion, he participated in battles near Demiansk, Lychkovo, Staraya Russa, and Bely Bor on the Northwestern Front.

Comrade Ternovykh fulfilled his duty honestly and worked energetically. He was contused twice during offensive operations.

In January 1944, following his release from the hospital, he arrived at the 136th Separate Protection Battalion of the Front Headquarters, where he took up the duties of Deputy Battalion Commander for Political Affairs. He has strengthened the discipline and performance of the battalion. He has led a decisive struggle against all undisciplined individuals, successfully removing them from the battalion, which significantly improved the unit’s overall health and morale.

He dedicates all of his time to training the personnel, instilling an excellent execution of guard duties, securing the Military Council, and fostering vigilance and precision among the guards. Officers and soldiers who left the battalion for front-line duties to execute combat missions fight bravely against the Germans; all of them have received awards, some 3 or 4 times, and tank crewman Lieutenant Zaitsev was posthumously awarded the title Hero of the Soviet Union.

For the efforts and assistance Comrade Ternovykh provided to the 245th Rifle Division and the Protection Battalion, and for his honest and dedicated fulfillment of his duties, he deserves to be awarded the Order of the Patriotic War [later downgraded to a Red Star].
