This was done on February 2, 1943, by decree of the Supreme Soviet of the USSR. It recognised the courage of the partisans in their struggle to free the Soviet Motherland behind enemy lines. Its statute was amended by a further decree of the Supreme Soviet of the USSR in 1947.
